The old industrial district of Hada Bay, where Sinosteel Jitie was located, was once located in the suburbs of Jilin City, but it has now evolved into an urban center. To this end, the local government initiated an overall relocation and reconstruction project in 2011 with the intention of eliminating backward production capacity and changing the “old industrial area” into a “modern business district”.

Among them, Sinosteel Jitietieji and Sinosteel Jiji Carbon hope to relocate and relocate to Jinzhu Industrial Zone, 25 kilometers to the north, in the next 4 to 5 years. The other two major local companies, Jidong Cement and Chenming Paper, have already begun their reconstruction.

It is understood that the National Development and Reform Commission is studying and formulating the "Guiding Opinions on the Relocation and Reconstruction of Old Industrial Zones in Urban Areas." The director of the Hada Bay Area Relocation and Reconstruction Command, Jiang Xin, stated that Hatta Bay is expected to enter the pilot project for the relocation of old industrial areas set up within the central budget this year. However, there are still more policies to be adopted in resolving the problem of sickness retreat, large-scale plant-owned collectives, and relocation of surplus personnel.
